卫星追踪设施风波:新西兰需要安全审查,也需要避免把科研合作政治化
新西兰安全情报机构近日披露,中国一家与国家科研体系有关联的天文研究机构,曾试图通过新西兰本地企业建立卫星追踪相关的地面设施,最终被新西兰方面阻止。这一消息迅速引发关注,也再次把中国、新西兰、航天技术与国家安全之间的复杂关系推到公众视野。
这件事首先说明,新西兰加强对地面空间基础设施的安全审查并非没有必要。卫星追踪、遥测和空间监视本身都是正常的科学活动,但相关设备具有明显的军民两用属性。在当前国际战略竞争加剧的背景下,一套看似民用的空间基础设施,也可能产生军事和情报价值。因此,政府对涉及敏感技术、关键基础设施以及外国政府关联机构的项目进行严格审查,是国家安全政策的正常组成部分。
但是,安全审查与“把所有中国科研合作都视为安全威胁”之间存在一条必须守住的界线。
目前公开信息显示,涉事设施是计划建设,而不是已经成为所谓“秘密间谍基地”;相关新西兰企业也并不一定知道设备可能具有潜在军事用途。换句话说,公众应该区分三个完全不同的概念:正常的国际科研合作、具有军民两用性质的技术合作,以及经过隐瞒和欺骗实施的情报活动。
如果这三个概念被混为一谈,最终受到伤害的可能不仅是中国企业和科研机构,也包括新西兰自身的科研体系。
新西兰是一个高度依赖国际合作的小国。天文学、空间科学、人工智能、通信技术以及气候科学等领域,本来就需要跨国合作。中国拥有庞大的科研体系和快速发展的航天产业,新西兰没有理由、也没有必要因为安全风险而完全关闭与中国的科研交流。
真正需要改变的,是合作方式。
对于涉及卫星、先进通信、人工智能、量子技术和关键基础设施的项目,新西兰需要更透明的最终受益人审查、资金来源审查、技术用途审查以及外国政府关系披露机制。企业和大学也必须知道,所谓“民用项目”并不意味着不存在国家安全风险。
与此同时,新西兰政府也有责任向公众提供足够清晰的事实,而不是只公布一个结论,然后让公众自行填补“间谍”“军事用途”等最具冲击力的部分。如果政府认为某一项目确实涉及国家安全风险,就应该在不泄露敏感情报的前提下,尽可能说明风险来自哪里、政府依据什么法律采取行动,以及类似审查是否同样适用于其他国家。
这对于维护公众信任尤其重要。
新西兰面对中国的政策不能只有两个极端:一个是天真地认为所有国际合作都没有安全风险;另一个则是认为任何与中国有关的科研、商业或者社区活动都值得怀疑。
真正成熟的国家安全政策应该是“精准审查”,而不是“集体怀疑”。
中国是新西兰重要的贸易伙伴,也是国际科研体系的重要参与者。两国之间存在真实而广泛的教育、商业、文化和科研联系。新西兰完全可以在保护国家安全的同时,继续保持这些正常联系。
这次卫星追踪设施事件真正值得新西兰社会讨论的,不应该只是“有没有中国间谍”,而应该是一个更加现实的问题:
在大国战略竞争不断加剧的时代,一个像新西兰这样的中小国家,究竟应该如何在开放合作与国家安全之间找到边界?
答案既不能是毫无防范,也不能是关门拒绝。
新西兰需要的是更聪明、更透明、更有针对性的安全政策——对真正的风险保持警惕,同时为正常的国际科研合作保留空间。
这不仅是处理中国问题的原则,也应该成为新西兰处理所有外国关系的原则。
Satellite Tracking Plans Test New Zealand’s Balance Between Security and Scientific Openness
New Zealand’s intelligence agency has disclosed that a Chinese astronomical research institution with links to the country’s state scientific system sought to establish a satellite-tracking ground facility through a New Zealand company. The plan was ultimately stopped by New Zealand authorities.
The disclosure has quickly raised questions about China, New Zealand, space technology and national security. But the episode deserves a more nuanced examination than the simple label of a “Chinese spy operation.”
The first point is straightforward: New Zealand has legitimate reasons to strengthen security scrutiny of ground-based space infrastructure. Satellite tracking, telemetry and space surveillance are all legitimate scientific activities. But they also have clear dual-use potential. In an era of intensifying strategic competition, infrastructure designed for civilian purposes can potentially generate information of military or intelligence value.
For a small country such as New Zealand, scrutinising projects involving sensitive technology, critical infrastructure and organisations connected to foreign governments is therefore not unreasonable. It is a normal responsibility of government.
But there is an important distinction between security scrutiny and treating all Chinese scientific cooperation as a security threat.
Publicly available information indicates that the facility was proposed rather than established as a covert intelligence station. There is also no indication that the New Zealand company involved necessarily understood the potential military or intelligence implications of the technology.
That means three very different things should not be conflated: legitimate international scientific cooperation, dual-use technological cooperation and intelligence activity conducted through deception or concealment.
If those categories become blurred, the damage could extend well beyond Chinese companies or research institutions. New Zealand’s own scientific community could pay a price.
New Zealand is a small country whose universities, research institutions and technology companies depend heavily on international collaboration. Fields such as astronomy, space science, artificial intelligence, communications and climate research increasingly require cross-border cooperation.
China has a large scientific establishment and a rapidly developing space sector. New Zealand does not need to close the door on scientific engagement with China simply because some technologies present security risks.
What needs to change is the way sensitive cooperation is managed.
Projects involving satellites, advanced communications, artificial intelligence, quantum technologies and critical infrastructure should face more rigorous scrutiny of beneficial ownership, sources of funding, intended technological use and links to foreign governments. Universities and businesses also need to recognise that describing a project as “civilian” does not automatically eliminate national-security concerns.
At the same time, the New Zealand government has a responsibility to explain its decisions clearly.
If authorities believe that a particular project poses a national-security risk, they should provide as much information as possible without compromising intelligence sources or sensitive capabilities. The public should be able to understand what the risk was, what legal authority was used and why the government considered intervention necessary.
That transparency matters because public trust is itself a national-security asset.
New Zealand’s policy toward China should not be reduced to two extremes. One is the assumption that international cooperation is inherently harmless. The other is the belief that any research, business or community activity involving China should automatically be viewed with suspicion.
A mature national-security policy requires something more precise: targeted scrutiny rather than collective suspicion.
China remains an important trading partner for New Zealand and a significant participant in global scientific research. The two countries have extensive educational, commercial, cultural and scientific links. New Zealand can protect its national interests while maintaining legitimate forms of engagement.
The deeper question raised by the satellite-tracking episode is therefore not simply whether New Zealand has uncovered a Chinese intelligence operation.
It is a much more consequential question:
How should a small, open country navigate the boundary between international cooperation and national security in an era of intensifying great-power competition?
The answer should be neither complacency nor isolation.
New Zealand needs a smarter, more transparent and more targeted security policy — one capable of confronting genuine risks while preserving room for legitimate international scientific cooperation.
That principle should apply not only to China, but to every country with which New Zealand engages.
