2026年7月28日，新西兰讯——新西兰毛利发展部长 Tama Potaka 宣布，政府已确认两名新成员加入怀唐伊法庭（Waitangi Tribunal），分别为 Nick Wells 和 Rick Witana。

Tama Potaka部长表示，欢迎两位新成员担任新的职责，同时感谢即将离任的成员 Dr Paul Hamer 和 Basil Morrison 多年来对怀唐伊法庭工作的贡献。

他说：

“Dr Hamer和Morrison先生将在现有调查委员会中继续履行职责，直到相关调查完成。”

部长表示，Nick Wells和Rick Witana将在治理、法律、毛利部落（Iwi）领导、公共政策以及王室与毛利关系（Crown–Māori relationships）方面带来丰富经验，进一步支持怀唐伊法庭的重要工作。

Nick Wells获任命为怀唐伊法庭成员，任期三年，接替服务六年的Dr Paul Hamer。

Nick Wells是一名经验丰富的治理和法律专业人士，在以下领域拥有丰富经验：

• 企业法律；
• 投资管理；
• 部落治理（Iwi governance）。

目前，他担任多个重要治理职位，包括：

• Ngāpuhi Asset Holding Company 主席；
• Kaikohe Berries 主席；
• UNICEF Aotearoa New Zealand 联合主席。

Rick Witana加入怀唐伊法庭

Rick Witana同样获任命为怀唐伊法庭成员，任期三年，接替完成18年服务的Basil Morrison。

Rick Witana长期参与毛利治理及公共事务工作，拥有丰富经验，包括：

• Iwi代表事务；
• 公共政策；
• 王室与毛利关系协调。

他曾担任：

• Te Rūnanga Nui o Te Aupōuri 主席；
• 多项政府部门毛利关系及公共服务高级职位。

怀唐伊法庭的重要职责

怀唐伊法庭成立于1975年，是依据《怀唐伊条约法》（Treaty of Waitangi Act）设立的独立调查机构，主要负责调查毛利人针对政府违反《怀唐伊条约》（Te Tiriti o Waitangi）的历史及当代申诉。

其工作范围包括：

• 调查历史土地及资源争议；
• 审理政府政策对毛利权益的影响；
• 提出政策建议和补救措施；
• 促进政府与毛利社会之间的理解与合作。

Māori Development Minister Tama Potaka has confirmed two new appointments to the Waitangi Tribunal, Nick Wells and Rick Witana.

“I would like to welcome Mr Wells and Mr Witana to their new roles and, at the same time, thank Dr Paul Hamer and Basil Morrison for their service as they step down as members,” Mr Potaka says.  

“Dr Hamer and Mr Morrison will continue serving on their existing panels until those inquiries conclude.

“Mr Wells and Mr Witana bring a breadth of experience across governance, law, Iwi leadership, public policy and Crown–Māori relationships that will further support the Tribunal’s work.” 

Mr Wells joins as a member of the Waitangi Tribunal for a three-year term, replacing Dr Hamer, who has served for six years.

Mr Witana joins as a member of the Waitangi Tribunal for a three-year term, replacing Mr Morrison, who has completed 18 years of service.

Nick Wells is an experienced governance and legal practitioner with extensive expertise in corporate law, investment, and Iwi governance. He currently holds senior governance roles including Chair of Ngāpuhi Asset Holding Company and Kaikohe Berries, and Co-Chair of UNICEF Aotearoa.

Rick Witana 

Rick Witana is an experienced Māori governance leader with a strong background in Iwi representation, public policy, and Crown–Māori engagement. He previously served as Chair of Te Rūnanga Nui o Te Aupōuri and has held senior Māori relations and public sector roles.
