新西兰Phillips失踪儿童事件调查完成 最终报告已提交政府

新西兰政府7月21日宣布，针对备受全国关注的Phillips失踪儿童事件（Phillips Children Inquiry）开展的公共调查（Public Inquiry）已正式完成，最终调查报告当天提交总督办公室，并按调查授权要求移交总检察长（Attorney-General）Chris Bishop。
政府表示，将认真研究调查报告提出的各项建议，并在未来数周内作出正式回应。
调查始于2025年11月
2025年11月27日，时任总检察长Judith Collins宣布成立公共调查委员会，对Phillips三名儿童长期失踪事件展开独立调查，以检讨相关政府部门及司法机构在案件处理过程中是否存在不足，并提出改进建议。
调查由新西兰前高等法院法官Simon Moore KC担任主席，负责领导调查工作。
报告将提交国会
根据程序，总检察长Chris Bishop将在适当时候把最终调查报告提交国会（House of Representatives）。
不过，在公开报告前，政府将首先审查其中是否包含可能影响司法程序（Administration of Justice）的内容，并决定是否需要进行部分删减（Redaction）。
顾及法院保密令
Chris Bishop表示，目前家庭法院（Family Court）及高等法院（High Court）仍有多项相关保密令（Suppression Orders）生效。
政府必须在遵守法院命令的前提下，制定报告公开方案。
他说：
“我们必须充分考虑家庭法院及高等法院现行的保密令，同时确保儿童的福祉得到妥善保护。”
政府感谢调查团队
Bishop代表政府感谢调查委员会主席Simon Moore KC及其团队完成调查工作，并表示：
“政府将认真研究调查委员会提出的建议，并在未来几周作出适当回应。”
案件曾引发全国关注
Phillips失踪儿童案件是近年来新西兰最受关注的案件之一。
案件涉及父亲Tom Phillips与其三名子女长期失踪，引发警方持续大规模搜寻及社会广泛关注。案件同时暴露出儿童保护、家庭法院制度、警方协调及跨部门合作等方面受到公众质疑，因此政府决定成立独立公共调查，以全面检讨事件处理过程。

The final report of the Public Inquiry into the disappearance of the Phillips children was presented to the Governor-General’s office today and delivered to Attorney-General Hon Chris Bishop as required by the Inquiry’s terms of reference.
On 27 November 2025, the then-Attorney-General, Hon Judith Collins, announced that a Public Inquiry would be held into the disappearance of the Phillips children.
The Attorney-General will present the final report to the House of Representatives as soon as practicable. Before that happens, he will consider whether any information needs to be redacted to avoid affecting the administration of justice.
Mr Bishop says the Government will carefully consider the Inquiry’s recommendations and respond appropriately in coming weeks.
“There are relevant suppression orders in both the Family Court and High Court that need to be considered as we work through the plan for releasing this report. We also need to ensure the welfare of the children is appropriately safeguarded.
“I extend my thanks to the Chair, the Honourable Justice Simon Moore KC, and his team for their report.”
