新西兰与菲律宾建立全面伙伴关系 双边合作迈入新阶段

新西兰外交部长Winston Peters与菲律宾外交部长Maria Theresa P. Lazaro于7月21日在菲律宾首都马尼拉正式宣布，两国建立全面伙伴关系（Comprehensive Partnership），标志着新西兰与菲律宾双边关系迈入新的发展阶段。
双方当天举行会谈，就双边合作及地区热点问题深入交换意见，并共同签署《联合声明》（Joint Statement）及《全面伙伴关系路线图》（Comprehensive Partnership Roadmap），为未来合作制定明确方向。
四大领域深化合作
Peters表示，新西兰与菲律宾一直是值得信赖的朋友和国际伙伴。
他说：
“今天，我们将双方长期建立的友谊转化为更加具体、务实的合作行动。”
他指出，把双边关系提升为全面伙伴关系，体现了双方共同致力于维护一个稳定、开放、以规则为基础（rules-based）的印太地区（Indo-Pacific）。
根据双方达成的协议，未来合作将围绕四大支柱展开：
政治与外交合作
国防、安全及海事合作
贸易与经济合作
人文交流与民间往来
庆祝建交60周年
今年恰逢新西兰与菲律宾建交60周年。
Peters表示，菲律宾是东南亚重要国家，拥有约1.13亿人口，也是亚洲增长最快的经济体之一。
他说：
“菲律宾是新西兰在东南亚的重要伙伴，现在正是进一步提升双方关系的最佳时机。”
签署两项合作协议
为落实全面伙伴关系，两国当天还签署了两项新的合作协议，涉及：
教育合作
地热能源（Geothermal Energy）合作
新西兰在地热开发、可再生能源利用及地热技术方面具有国际领先经验，而菲律宾拥有丰富的地热资源。双方希望通过技术合作，共同推动清洁能源发展。
推动教育交流
访问期间，Peters还将会见菲律宾国防部长Gilberto Teodoro，并出席推广新西兰教育合作的相关活动。
近年来，新西兰持续扩大菲律宾留学生市场，希望吸引更多菲律宾学生赴新西兰接受高等教育和职业培训。
深化东盟合作
完成双边访问后，Peters将继续留在马尼拉，出席一系列与东盟（ASEAN）有关的部长级会议及外交活动。
菲律宾是2026年东盟轮值主席国，新西兰希望借此进一步加强与东盟成员国在经贸、安全及区域合作等领域的联系，扩大在印太地区的外交影响力。

此次建立全面伙伴关系，是近年来新西兰加强东南亚外交布局的重要一步。菲律宾不仅是东盟的重要成员，也是人口超过1亿、经济增长迅速的新兴市场。双方将合作范围扩展至政治、安全、经贸、教育及能源等多个领域，有助于进一步促进贸易投资、教育交流及清洁能源合作。
与此同时，在当前印太地区地缘政治竞争加剧的背景下，新西兰强调维护”以规则为基础的国际秩序”，也反映出其继续深化与东盟国家合作、提升区域影响力的外交战略。
The Foreign Ministers of New Zealand and the Philippines have announced a Comprehensive Partnership today.
Foreign Minister Winston Peters and Philippine Foreign Secretary Maria Theresa P. Lazaro formalised the Comprehensive Partnership during a meeting in Manila, while also discussing priority bilateral and regional issues.
“New Zealand and the Philippines are close friends and trusted partners on the world stage – and today we turn this friendship into concrete action,” Mr Peters says.
“Elevating our relationship to a Comprehensive Partnership signals the importance we place on working together to support a stable, rules-based Indo-Pacific.”
The Comprehensive Partnership provides a framework for deeper collaboration across four pillars: political engagement; defence, security, and maritime cooperation; trade and economic ties; and people-to-people links.
“The Philippines is a dynamic partner in Southeast Asia – a regional powerhouse of 113 million people, and one of the region’s fastest-growing economies. This year, New Zealand and the Philippines are also celebrating 60 years of diplomatic relations – making this a timely moment to elevate our relationship.”
At the conclusion of their meeting, Mr Peters and Foreign Secretary Lazaro released a Joint Statement and a Comprehensive Partnership Roadmap outlining priority areas of bilateral cooperation.
New Zealand and the Philippines also signed two new cooperation arrangements today to give effect to the Comprehensive Partnership on education and geothermal energy.
During his bilateral programme in Manila today, Mr Peters is also meeting Philippines Defence Secretary Gilberto Teodoro and attending an event to promote New Zealand’s growing education cooperation with the Philippines.
From this evening, Mr Peters’ focus in Manila turns to Association of Southeast Asia Nations (ASEAN)-related events and engagements.
