\u5176\u4e2d\u6700\u91cd\u8981\u7684\u4e00\u6761\u539f\u5219\uff0c\u5c31\u662f\u4efb\u4f55\u516c\u6c11\uff0c\u90fd\u4e0d\u5e94\u56e0\u4e3a\u81ea\u5df1\u7684\u51fa\u751f\u5730\u800c\u88ab\u5426\u5b9a\u5176\u5c5e\u4e8e\u8fd9\u4e2a\u56fd\u5bb6\u7684\u8d44\u683c\u3002<\/strong><\/p>\n\n\n\n

There is an old parliamentary truth at Westminster: when the argument runs out, the insults begin.<\/strong><\/p>\n\n\n\n

That is precisely what New Zealand witnessed this week.<\/p>\n\n\n\n

Faced with a question from Green MP Lawrence Xu-Nan, Deputy Prime Minister and Foreign Minister Winston Peters did not simply challenge his opponent’s reasoning. Instead, he reached for one of the oldest and weakest retorts in politics: “Go back to your own country.”<\/em><\/p>\n\n\n\n

It may have produced a headline. It did not produce an argument.<\/p>\n\n\n\n

Indeed, it did something rather revealing. It demonstrated that identity had replaced reason, and rhetoric had displaced substance.<\/p>\n\n\n\n

Parliament is not intended to be a comfortable place. Nor should it be. The Westminster tradition thrives on robust disagreement, sharp wit and relentless scrutiny. Governments are expected to withstand difficult questions, sometimes delivered with theatrical flourish.<\/p>\n\n\n\n

But there is an important distinction between dismantling an opponent’s argument and questioning his right to belong.<\/p>\n\n\n\n

The former is democracy.<\/p>\n\n\n\n

The latter is something else entirely.<\/p>\n\n\n\n

Whether Lawrence Xu-Nan was right or wrong is, in constitutional terms, beside the point. His arguments should stand or fall on their own merits. They should not depend on where he happened to be born.<\/p>\n\n\n\n

Modern liberal democracies abandoned that principle generations ago.<\/p>\n\n\n\n

A Member of Parliament derives legitimacy from the electorate and the law\u2014not from ancestry, ethnicity or birthplace. Once citizenship and democratic election cease to be sufficient qualifications for political participation, the very foundation of equal citizenship begins to erode.<\/p>\n\n\n\n

That is why the phrase “go back to your country” carries implications far beyond a heated exchange across the debating chamber.<\/p>\n\n\n\n

If one elected New Zealander can be told he does not truly belong because he was born elsewhere, what principle prevents the same argument from being applied to others? Constitutional principles are valuable precisely because they apply universally. The moment they become selective, they cease to be principles at all.<\/p>\n\n\n\n

There is another consideration.<\/p>\n\n\n\n

Mr Peters was not speaking merely as an outspoken parliamentarian. He was speaking as New Zealand’s Foreign Minister.<\/p>\n\n\n\n

Foreign ministers conduct diplomacy through language. Every carefully chosen phrase contributes to a country’s reputation abroad. Every careless remark risks diminishing it.<\/p>\n\n\n\n

New Zealand has long cultivated an international identity as an open, confident and pluralistic democracy. That reputation has not been built on unanimity of opinion, but on confidence that disagreement can occur without questioning another citizen’s place in the nation itself.<\/p>\n\n\n\n

That confidence is difficult to project when a minister responds to political criticism by suggesting that an elected colleague should leave the country.<\/p>\n\n\n\n

Nor is there much political value in such theatrics.<\/p>\n\n\n\n

The country continues to wrestle with housing affordability, stagnant productivity, rising living costs and pressure on public services. None of those challenges is made easier by importing the language of cultural grievance into parliamentary debate.<\/p>\n\n\n\n

If anything, such exchanges distract from the issues voters actually expect politicians to address.<\/p>\n\n\n\n

Strong democracies are not measured by the absence of confrontation. They are measured by the quality of it.<\/p>\n\n\n\n

The most effective parliamentarians prevail because they marshal better evidence, stronger reasoning and more persuasive ideas\u2014not because they question where their opponents come from.<\/p>\n\n\n\n

Political debate inevitably produces winners and losers.<\/p>\n\n\n\n

But when identity replaces argument, Parliament itself loses.<\/p>\n\n\n\n

And that is a far greater concern than any single exchange across the chamber.<\/p>\n\n\n\n
