New Zealand\u2019s Security Intelligence Service (NZSIS) has warned that foreign states are continuing to seek opportunities to influence New Zealand politicians, particularly as the country approaches a general election. This is a serious issue that deserves the attention of political parties, candidates and voters alike.<\/p>\n\n\n\n
At the same time, however, it is important to distinguish between legitimate political engagement, ordinary community interaction and genuine foreign interference<\/strong>.<\/p>\n\n\n\n During an election campaign, candidates are expected to engage with a wide range of communities. Chinese New Zealanders have exactly the same right as everyone else to raise concerns with candidates, discuss policy, attend public meetings, invite politicians to community events and participate openly and lawfully in political activities.<\/p>\n\n\n\n Simply because a candidate meets Chinese New Zealanders, attends a Chinese community event, or speaks with Chinese community organisations or businesses does not, in itself, constitute foreign interference.<\/p>\n\n\n\n Indeed, NZSIS itself makes an important distinction: building political influence can be entirely legitimate when it is done transparently. The real concern arises when there is concealed funding, direction from a foreign government, improper exchanges of benefits, deception, coercion, or attempts to secretly manipulate a politician’s position.<\/p>\n\n\n\n The latest report should therefore not lead Chinese New Zealanders to withdraw from politics or avoid engaging with candidates for fear of being labelled as a foreign influence<\/strong>. Quite the opposite: Chinese New Zealanders should be encouraged to participate more actively in New Zealand\u2019s democratic process.<\/p>\n\n\n\n Voting, attending candidate meetings, putting questions to MPs and candidates, taking part in local community activities, joining political parties and engaging with public policy are all normal parts of democratic life.<\/p>\n\n\n\n The Chinese community should also be more confident in bringing issues that matter to it \u2014 including housing, education, the economy, immigration, public safety, retirement and New Zealand\u2019s international relationships \u2014 into the mainstream political debate.<\/p>\n\n\n\n At the same time, greater participation should go hand in hand with greater transparency. Community organisations, candidates and individuals involved in political activities, donations or sponsorship should comply with New Zealand law and electoral rules, and be open about relevant sources of funding and interests.<\/p>\n\n\n\n A mature democracy needs both strong safeguards against foreign interference and the protection of legitimate political engagement<\/strong>.<\/p>\n\n\n\n We should not allow concerns about foreign interference to push Chinese New Zealanders away from politics. Equally, legitimate community engagement should never be used as a cover for genuine foreign interference.<\/p>\n\n\n\n For Chinese New Zealanders, the best response is therefore not silence or retreat, but more open, transparent, lawful and active participation in New Zealand\u2019s democratic life<\/strong>.<\/p>\n\n\n\n Taking part in politics is not foreign interference. Secretly manipulating politics is.<\/strong><\/p>\n\n\n\n The clearer we keep that distinction, the stronger the voice of the Chinese community will be \u2014 and the more clearly we can demonstrate
